California Wildfires: Tax Relief

The IRS has announced tax relief for individuals and businesses in southern California affected by wildfires and straight-line winds that began Jan. 7, 2025. The California Employment Development Department has also announced relief.

Automatic Extension of Employment Authorization Permanently Expanded

The U.S. Department of Homeland Security has published a final rule that permanently increases the automatic extension period of employment authorization and Employment Authorization Document (Form I-766 or EAD) validity from up to 180 days to up to 540 days, effective Jan. 13, 2025. 

Oregon releases 2025 paid leave premium rates

The Oregon Employment Department has released the 2025 taxable wage base and rates used when calculating the Paid Leave Oregon premiums. The Paid Leave Oregon contribution rate for 2025 is 1% of employee wages (unchanged from 2024) up to the social security wage base of $176,100. For 2025, the employee contribution rate of .60% and the employer contribution rate of .40% remain unchanged from 2024.

New York - Updated New York state requires paid prenatal

As we previously reported (see the details below), a New York state budget amendment requires employers to provide pregnant employees with additional paid prenatal personal leave. The paid prenatal personal leave requirement takes effect on Jan. 1, 2025.  New York has now issued additional guidance on the law. 

Minnesota Amends Paid Family and Medical Leave Program

Minnesota has enacted legislation that amends a law that creates a paid family and medical leave program in the state beginning Jan. 1, 2026. The changes are a result of enactment of House File 5247.

The Internal Revenue Service (IRS) released Notice 2024-83, which establishes the applicable dollar amount for policy and plan years ending on or after Oct. 1, 2024, and before Oct. 1, 2025, in relation to the Patient-Centered Outcomes Research Institute (PCORI) fee established under the Affordable Care Act (ACA).
